Clean up membership project sonar issues

In the process of validating some of our local Sonar tooling, we had run scans on all of our projects to get an idea of the state of our code base. Membership is one of the items that presents the most risk to use due to the high technical debt load it presents. We should start working to reduce this issue count in anticipation of binding it to our cloud scanning services.
