Add description for WG levels

For this endpoint https://membership.eclipse.org/api/organizations?pagesize=100&working_group=science, all the description under wgpas is null. We do have this info in this endpoint https://membership-staging.eclipse.org/api/working_groups?parent_organization=eclipse&status=proposed&status=active.

It would be great if we can add the description in the former endpoint so that we will only need to do 1 API call for displaying the members for each working group.
