Reorder the lefthand portal menu to be more consistent

Right now the dashboard anchor links are mixed in with the org update and contact management page links in the left hand menu of the portal. We should reorder these links so that the dashboard anchors are together and separate from the update page links.

I'm thinking that the order would be something like

Dashboard
Projects and Working Groups
Committers and Contributors
Resources
FAQ
---  
Contact Management  
Your organization profile

Ideally we would add indents to show that the anchor links are part of the dashboard, but that would make some of the labels 2 lines or make the sidebard even bigger. So I don't think we need to worry about that bit.
