Do a separate API call for all existing relations to be able to show all roles properly

For now, for the relations other than the 6 ones we can edit on Portal, it will be shown as "no match".

We need to do a separate call to get all existing relations (under CO type) to be able to show them properly in the contact table.

Need both front end and back end changes.
