Implement Contact Management Form

Company Reps need the ability to search and manage their contact. A contact is any user associated with a Member organization.

Search Filters:

• title
• type (role: company reps, committers)

Contacts Filtered:

This is a table list of contacts based on the selected search filters.

@shanda-eclipse what is the purpose of WG Comments? Also, can you confirm that the top section is a search filter? It's not very clear to me if that's what it is or a way to create a contact.
