[Bug 546264] add hint about how the top favorite list is created

Description

I am not sure if this is a bug or I am only not able to understand:

At https://marketplace.eclipse.org/ is currently listed
Spring Tools 4 with 319 favorites - okay.

But for example Eclipse Java EE Developer Tools have got 360 and are not listed.

This is a little bit confusing - at least for myself.

Does the top favorites view uses an average of being a favorite over time?
