Add validation rule to listings URLs to forbid plain http

I've identified those fields as delivering artifacts to users and that should be validated:

• Solutions Listing > Solution Version / Update Site
• IoT Package Listing > Package Download URL (and Package Source URL)

With this feature, it should be impossible to submit new listings without TLS encryption.
