Enable users to create new tags using the Tags field in Solutions

I think after the marketplace website got migrated to D9, we introduced a regression on the tags field.

We used to be able to create new tags if they don't exist using the Tags field in the Solutions content type.

I looked at the old D7 implementation of the website and we used to be able to create those tags.
