Stop autoupdating solutions served from areas of download.eclipse.org

https://marketplace.eclipse.org/content/eclipse-jst-server-adapters-apache-tomcat-jonas-j2ee only points to the Luna site. https://marketplace.eclipse.org/content/html-editor-wtp points to nothing newer than Neon. Neither was created by WTP even though our main site is listed as the Help URL, and I've not gotten any replies from the author about updating them, nor about collaborating on them so I can update them myself. https://marketplace.eclipse.org/content/eclipse-pde-plug-development-environment points to only Eclipse 4.4 and was submitted by the same person.

At minimum I think that solutions that point to anything with download.eclipse.org/releases or download.eclipse.org/eclipse (maybe any top level project area) shouldn't be automatically marked as compatible with new EPP releases, but I'm also thinking that this particular submitter's solutions need critical review, and ideally, removal.
