[Bug 545494] Metrics chart (monthly installation for a given solution) are not always 0-based

Description

The charts displayed on the Metrics tab of a given Marketplace installation can be misleading as they're not always 0-based Y axis. Please enforce that graph starts at Y=0 or add a marker on the graph higlighting when the histogram length are not relative.
