Host IoT on EF k8s cluser

Similar to Host openadx.eclipse.org on Eclipse Infrastructure #12 https://github.com/EclipseFdn/openadx.eclipse.org/issues/12, we would like to host this website on our cluster.

@mbarbero I will try to do the initial setup based off what we have for openadx.eclipse.org but I will need your help to finalize this deployment since I don't have access to do this myself.

I created a PR #174 + a new project in our Eclipse Foundation Jenkins instance: https://foundation.eclipse.org/ci/webdev/job/iot.eclipse.org/

@mbarbero This is my first stab at doing this myself. Could you please tell what all the things that I did wrong :)

The docker build seems to be failing but works fine when I run docker build . --no-cache from my laptop.
