TheiaCon 2023

Hi Team,

We need a website for TheiaCon 2023. It's going to be a rinse and repeat from last year https://events.eclipse.org/2022/theiacon/. we just need the year to be changed and clear the speakers info for now and PC. PLease let me know if there's anything else you need at this time to get this website up and running. and the agenda it can state coming soon.
