Publish steering committee minutes

To fulfill our antitrust obligations, we wish to distribute the minutes of the Edge Native steering committee on the working group's website.

You can reuse the design of the existing Jakarta EE page to implement this. Apart from styling, the main difference is that Edge Native only has a steering committee. Consequently, the page should not feature tabs.

The page will be made available through the "About" top-level menu to stay in line with established practice. We do not have pages describing the committees or anything like that. For the time being, please add a "Committee Minutes" entry to the "About" menu. "About" leads straight to the FAQ right now so you will need to add a menu entry for it as well.
