Eclipse IDE 2024-09 Landing Page

I am creating the landing page issue for the 2024-09 release to start monitoring this task.

As usual, we hope to receive the content by the time the M3 release takes place (Aug 23).

Please note that I will be on vacation from the 19th to the 23rd. @zacharysabourin may be able to help during that time. Please give him access to the Google Doc.
