Should we migrate eclipsecon.org to Drupal 9?

@pwhited3w I trying to capture, in an issue, if we need to start planning the eclipsecon.org D9 migration.

In our last conversation, we discuss this being a good opportunity to change how we've been managing the web preference for eclipsecon.org.

At a high level, we discussed building a static hugo website to promote the event. The event management would be done using 3rd party services such as swapcard and regfox.

However, the goal of this issue is not to find a solution. I only trying to capture the decision so that we can remove this website from our D9 migration project.
