Upgrade to Hugo 0.110 and Node 18 LTS

This MR adds EFHST 0.0.183 which includes Hugo 0.110 and Node 18.3

It also resolves a LESS warning:

(402:3) autoprefixer: end value has mixed support, consider using flex-end instead

This patch upgrades the theme. So the custom main menu feature from eclipsefdn/it/webdev/hugo-solstice-theme#265 (closed) will be available to use.

It will also require you to update your version of Hugo and NPM to ensure you don't run into any version compatibility issues.

eclipse.org is now being built and testing using Hugo 0.110 and Node 18 LTS
