Update to Open VSX Working Group Participation Agreement from Version 3.1 to Version 3.3

Specifically this update covers the following changes:

1. Adds Supporter Member Class Commitment (1(b))
2. Replaces Exhibit A in Section 6 with Section 1 if applicable,
3. Exhibit A - removes, "Participant Members joining prior to January 1, 2024 will pay €20 000 for 2023, and subsequently pay €40 000 as their Participation Fee beginning January 1, 2024 and on each following January 1st" as that is now outdated and therefore only shows the fee being 40K Euros
