Remove the New Eclipse Foundation Committer and Contributor Agreements FAQ page

The New Eclipse Foundation Committer and Contributor Agreements FAQ is no longer required. The ECA "re-sign" effort is in the distant past and anybody who is impacted by this has long since either re-signed the ECA or have had their ECA expired (or both). I believe that the page can be retired.

The page references some "redline" versions of the ECA, MCCA, and ICA that I believe can also be removed. That is, I believe that the entire legal/committer-process/re-sign/ directory can be deleted, and references to it removed (AFAICT, the only references are on the /legal/ index page.

@mmilinkovich and @scorbett ... any concerns?
