Open Regulatory Compliance Working Group Update to Version 1.0 and Change Tile Status to "Active"

The Steering Committee approved the Charter as Version 1.0 on November 28th and the Executive Director approved it today.

Please update the Version # at top of Charter to Version 1.0 and update the Charter Version History to include:

v1.0 approved by Steering Committee 28 November 2024

Please also adjust the Status of the WG to Active from Proposed on https://www.eclipse.org/org/workinggroups/explore.php
