Investigate migration of /project Slack integration

We have a Slack integration: /project [project_id] that must eventually be migrated from its current location on eclipse.org.

This is mainly a place to discuss and formulate a plan.

The data is pulled from the Project table in the Dashboard DB. I suggest migrating this to either the PMI, or the new EF Info API
