Add Temporary Notice Regarding Privacy Policy Updates on Eclipse.org Homepage

In our Privacy Policy, we have a paragraph regarding notifications of changes, stating that we will announce any updates to our Privacy Policy on eclipse.org for 30 days: https://www.eclipse.org/legal/privacy.php#notification-of-changes

We currently have a news item about these changes on the homepage but @jharrisj1m intends to post new content on March 12 which will takeoff our notice before the 30 days.

To ensure that we keep a notice on eclipse.org, we will need to harcode an informational alert on the homepage, linking to https://newsroom.eclipse.org/news/announcements/updates-eclipse-foundation-privacy-policy-and-eclipseorg-terms-use.

We have recently updated our Privacy Policy and Terms of Use as of February 15, 2024. For more information, click here.

This update needs to be deployed at the end of the day on March 11 (not before) and should be removed on the morning of Friday, March 15.
