Link to explore IGs from IG page

We would like to add a link to the side menu of https://www.eclipse.org/collaborations/interest-groups/.

It should be labeled "Explore our Interest Groups" and link to https://www.eclipse.org/org/workinggroups/explore.php#interest-groups
