Release 2022-09 R - Update links on the Getting Started page

We need to update the links on the Getting Started page for the 2022-09 R release.

Here's a screenshot of what needs to be updated in the Getting Started page:

Note that this screenshot is based on that last changes made in the PHP repo which now doesn't exist since the Getting Started page is now in Hugo.

To be merged only on release day September 14th!
