[Bug 491263] Download links on package specific page should be the central part of the page

Description

When landing on the page of a package ( such as https://www.eclipse.org/downloads/packages/eclipse-ide-java-ee-developers/mars2 ), the most probable action for a user is to try to download it. The download links are relatively small and not very attracting on the right column. It would be better to put those on the Central column, in a bigger and shinier way.
