Need to wire in Donate button to ECD tools site

The donate button work is contained in https://gitlab.eclipse.org/eclipsefdn/infrazilla/-/issues/480. I can see the ECD Tools Donate page here: https://www.eclipse.org/donate/ecdtools/. But it doesn't appear to be wired into the ECD Tools WG pages: https://ecdtools.eclipse.org/. We'll need Clark and his team to figure out the best placement/structure.
