Website update for Dataspaces Working group

Summary

The Eclipse Dataspace Working Group has recently achieved the status of operational.

Based on this, we would like to update the current webpage to a new one matching the requirements of this new status.

Requirements

• Implement the new template for Operational Working groups
• Include the list of projects currently under our purview (as described below)
  • Eclipse Dataspace Components
  • Eclipse Dataspace Protocol TCK
  • Eclipse Dataspace Protocol
  • Eclipse Dataspace Decentralized Claims Protocol
  • Eclipse Conformity Assessment Policy and Credential Profile
  • Eclipse Data Rights Policies Profile (DRP)
