Enable header menu

We would like to add a header menu to this site so that @bbaldassari2kd can add child pages. The initial menu should have two items "News & Events" (see #1 (closed)) and "Resources" which will have https://aice.eclipse.org/articles/aice_aura_demonstrator/ as the first child page.
