[Bug 552272] ECA failure message not helpful

Description
One of PRs in MicroProfile Config failed ECA validation with the following error message:

Anonymous (jmesnil@****.com) is not covered by the necessary legal agreements in order to proceed.
The PR (https://github.com/eclipse/microprofile-config/pull/465) was signed off by the above user and the user signed off ECA. The error message is not helpful as it says the user who signed off ECA is anonymous. After talking to Mikael, it turned out the git log was associated with a different email other than the email associated with ECA.
The error message should indicate that to help with problem solving.
