Define a testing and deployment plan for accounts.eclipse.org on production

We need to create a test plan to assist staff and ourselves in testing the site before it goes live.

• Create a spreadsheet document for the test plan.
• Conduct internal testing with the web development team.
• Update the staging website with the most recent code and database.
• Conduct external testing with staff and the community.
• Create deployment plan (Needs to be finalized)
• Create communication plan

The spreadsheets are ready for testing. We will be able to use this once there are no more features to migrate.

I think we will be able to finalize the testing in Q4.

Thanks for all the work you done on this in Q3 @epoirier.

I am extending the date since this will be an on-going effort in Q4, especially wit the task about Conduct external testing with staff and the community.
