Remove jQuery from solstice/eclipsefdn.participating-organizations.js

We are currently depending on jQuery for js/solstice/eclipsefdn.participating-organizations.js.

We need to remove it from the IIFE's parameters. This one should be quick because it is not even being used in the function.
