Create a PoC for migrating hugo-solstice-theme to Vite

A proof of concept should be made for hugo-solstice-theme to be bundled with Vite instead of Webpack + Laravel Mix.

Ideally, we should create an extensible config similar to what we have on solstice-assets.

This is part of the Objective Front-end.
