Give committers triage permission for .eclipsefdn repo

The committers of a project should eventually also have triage permission on the .eclipsefdn repo. That way they can label / assign issues which they otherwise could not do.
Ideally, the default could be pull, but if a higher permission is granted on a project basis, it would not be reset to pull but I guess this is harder to implement / support. The request comes from the jetty project where they would like to have all committers the ability to do things as described which makes perfect sense.
