Finish migrating EclipseAPI functionality

While currently implemented within the GitLab sync script, the GitHub sync script does not make use of the centralized EclipseAPI class yet. The migration of functionality should be finished, with the GitHub sync script calling the EclipseAPI class to make any calls to Eclipse Foundation APIs.
