Upgrade to newest stable version of Octokit REST.js

This issue represents a large shift in the API method signatures from v16 (our currently implemented version) to add more data to the calls, usually organizations. A decent chunk of our calls already generate deprecation warnings that they are to be removed, and more are likely impacted by version 18 (the following and current release).
