Enhance static teams management

We would like to have a eclipsefdn-security team to be created in all GH orgs that the sync script currently manages. It does not seem to be really "encodable" with the current static teams file.

I just would to encode the Foundation's staff that will be part of the security team in a single place, and be able to rely on the team name in OtterDog.
