Update private repo management to issue new notices

Created based on #223 (comment 1032750), we want to create new notices if projects go from dormant to active to dormant again. This impacts just the Gitlab sync script, and in particular, the private repo inactivity clean-up section. An easy fix for this is to add a condition that if the issues were created before the last active date, create a new issue.
