Synchronize IG participants and leads to Gitlab

The PMI will provide a public API endpoint for interest groups. Gitlab is the only platform that we will support for Interest groups. The API will share the GL namespace of the IG.

Participants (equivalent to project committers) and Leads, will be stored in the FoundationDB.

We will need to implement a mechanism to sync these users with Gitab.
