Make teams(committers/pls) visible rather than secret

It looks like teams are created as 'secret' which means committers can't @ them(eclipsefdn/helpdesk#1437).

Can the sync tool be updated to:

1. Make the existing committer/pl teams visible
2. Do the same for any newly created teams
