Static team manager fails when a user is missing

In recent runs of sync script, the tailend of the sync fails as the static team management section exits when a user is missing. Susan Iwai needs to be removed from the eclipsefdn team as she has recently retired and left the foundation.

This fix should encompass updating the static team and fixing the logic to be more resilient to failure.
