Switches from outdated package to currently supported @redocly/cli package. This will provide same functionality, and is functionally a security update.

The error with this build seems to be an OOM error. I've created a ticket in the pipeline library to get more info before I either request the ability to allocate more RAM, or change the build to have less memory usage

Build now takes a bit longer but uses modern packages rather than deprecated/vulnerable packages. Had to move to synchronous as async was using too much RAM and OOM'ing the build. We can't increase the memory of the build from what I can tell so this will have to do.
