Add higher rebuild frequency of main branch

To ensure that our documentation is kept up to date on a rolling basis, we should increase the frequency that the main branch rebuilds itself. Every weekday is probably the best target we can use at this point, as the build is currently 5m and will likely be closer to 10-20m once all APIs are added, and will provide decently up-to-date documents at any time.

@fgurr @heurtemattes Question about our Jenkins instance. I'm looking to change the rebuild frequency of the main branch of this project from every 7 days to once a day. When I went into the branch config, it was all grayed out and I was unable to change any of the settings, which makes sense. Should I ask you guys to make this change, or is there a better way for me to configure this? I don't know the in and outs of our CI, so I figured it's best to ask.

The idea with the increased frequency is that these are the docs for our downstream APIs, and the changes wouldn't be in this repo for updates to the specs, but downstream repositories. This means that these docs can easily be over a week out of date for some changes, and it wouldn't trigger a rebuild.

=> change the cron definition 'H H * * H to something like 'H H * * *

If it doesn't work, I will externalize this setting.

Would I put this inside the Hugo call, or outside of it? This is one of our the projects that use the new Hugo deployment pipeline call, and those are still pretty new to me
