Integrate api-common LoadingCacheManager feature and EfServices module

To help eliminate code duplication across our Java APIs:

• We should migrate all loading cache implementations to use the LoadingCacheManager in the api-common core module.
• We should migrate all RestClient declarations and services that make requests to the projects-api/profile-api, to instead use the AccountService and ProjectsService in the EfServices module
