Update DB bindings to use shared DB rather than eclipse_api

Updates in PR include

  • Docker port mapping updates
  • Updates to makefile to fetch shared DB definitions from upstream server
  • Fix DTO + tests to point at shared_ prefix tables rather than api_ prefix tables
