Bind to Eclipse API database for data

To integrate with existing data points and reduce migration tasks and burdens, we will need to bind to and use existing tables in the Eclipse API database. These database tables will match the name convention of shared/api_eclipse_api_hellosign_* and should contain all data about ongoing requests, the status of the signature, and event callbacks that have taken place.
