When retiring PLs, checks to account requests should not be done

When retiring the PL role for a user, no updates are done in the account request table as the permissions are associated with the committer role. When a retirement starts however, the account request table is checked and if an entry exists for that user and project, the request fails. This would impact if a users committer role is first retired, and then after the project lead role.
