Should we have scopes to fetch tokens for the committer paperwork endpoints.

I'm creating this issue to discuss if we need to create scopes just like we had for Drupal 7.

I had a discussion with @cguindon this morning and we think it would be a good idea to discuss this in an issue.

@malowe can you elaborate on the reasoning why you first chose to not create scopes?
