Create base application for new API

This project will need all of the basic configurations like our other APIs. Config files and project structure will need to be set up and confirmed to be functional.

@zacharysabourin The open API spec for this project is here: https://gitlab.eclipse.org/eclipsefdn/it/api/openvsx-publisher-agreement-specs/-/blob/master/spec/openapi.yaml

There is also https://eclipsefdn.github.io/openvsx-publisher-agreement-specs/ but that version might be out of date.

I think we should move this spec to this new project so that we are consistent with all our java projects.
