Add external REST api links

I would prefer to include the links at the top of the page, before rate limit.

I don't think we need an entry for api.eclipse.org since you are already on this page.

I would also simplify the list like so:

External REST api

• Eclipse Bugzilla (Documentation)
• Eclipse Marketplace (Documentation)
• Eclipse Gerrit (Documentation)
• Eclipse Jenkins (Documentation)

The name of the service links to the homepage and documentation to the documentation.

Please also update the information about Bugzilla. The upgrade has been done on Nov 26. We don't need to link to the staging server.
