Kura CI Error downloading from GitHub

Summary

Hello, we have recently noticed that the Eclipse Kura CI fails downloading resources from the addons maven repo setup. In https://ci.eclipse.org/kura/job/multibranch/job/PR-3802/13/console an example of the error reported. The issues seems intermittent. Can it be that Github started applying a rate limit policy to the accessed resources?

The CI build fails retrieving the requested resource

What is the expected correct behavior?

The resource should be correctly fetched and the build succeed
