intermittent 400 errors from download.eclipse.org

Summary

It seems I am seeing an increase in 400 errors from download.eclipse.org causing random failures in many builds.

Run lots of builds, some fail

What is the current bug behavior?

400 errors

What is the expected correct behavior?

100% uptime ;-) - I know that is unrealistic, and I don't know what the current failure rate is, only that it seems to have gone up. 2 of my last 3 PRs in the last couple of days had the same error.
